我国公立医院公益性评价指标体系构建存在的问题及对策

摘　　要：目前我国对公立医院的公益性还没有一个统一、全面、被认可的评价指标体系,国内学者从不同角度对公立医院公益性评价指标进行了研究。公立医院公益性评价指标体系建设中面临的主要问题包括公益性内涵界定不一、尚无科学公认的界定,评价指标没有体现分类原则、普适性不高,公益性评价结果反馈少、效果不明显。应统一界定公立医院公益性内涵,合理设置评价指标,借鉴国外公立医院公益性考核方法。At present,there is no unified,comprehensive and recognized evaluation system for public welfare of public hospitals. The scholars studied the public welfare evaluation indexes of public hospitals. The main problems facing public hospital public welfare evaluation index system construction include the definition of public welfare is different and there is no scientific recognition,the establishment of evaluation index does not reflect the classification principle and the universality is not high,and the results of public welfare evaluation are less feedback and the effect is not obvious. We should further define the public welfare connotation of public hospitals,set reasonable evaluation indicators and draw lessons from prevailing assessment methods for the public welfare of public hospital.
