长期护理保险试点运行的分析与优化

摘　　要：长期护理保险制度试点实施已有一年之久,对其运行状况进行调查分析是一项重要的任务。本文在对首批试点城市之一的长春市进行实地调研之后,以长期护理保险的主要目标群体——老年残疾人为研究对象,对其参加长期护理保险的意愿、受益情况及服务需求项目进行统计分析。结果发现:长期护理保险的实施效果仍有待改善,老年残疾人享受到护理补贴的比例较低,老年残疾人最需要的服务项目是医疗护理和家政服务,其次是精神慰藉。因此,在长期护理保险制度推广的过程中要重视政策宣传、提高参保率,推行医养结合的护理模式,满足老年人的"医+护"需求,实现居家护理、社区护理和机构护理的有效衔接,满足老年人护理的数量和质量需求。The long term care insurance system has been implemented for a year and the investigation and analysis of its operation status is an important task. After the field survey in Changchun, one of the first pilot cities, the dissertation takes the elderly people with disabilities, the main target group of long-term care insurance as the research object, and makes statistics on their willingness to participate in the long term care insurance, service needs and projects The results showed that the effect of long term care insurance needs to be improved, the proportion of elderly people with disabilities receiving nursing subsidies is low, and the most needed services for the elderly are medical care and housekeeping services, followed by spiritual comfort. Therefore, in the process of promoting the long-term care insurance system, we should pay attention to the policy advocacy, increasing the enrollment rate, implementing the mode of the combination of medical treatment and nursing, meeting the needs of the elderly for ＂medical treatment and nursing care＂, and realizing the effective convergence of the home care, community nursing and institutional nursing, to meet the number of elderly care and quality needs.
