摘 要:海南省用水仅来源于本区淡水资源,淡水资源匮乏以及时空分配不均加剧了供需矛盾。本次以海南省农业水资源为研究对象,选取农业产值、劳动力、农业投入、资产投入、农业用水及灌溉水量等为效益衡量标准,采用柯布——道格拉斯(C-D)生产函数,计算分析海南省农业水资源经济效益,包括总农业用水边际效益和灌溉用水边际效益,得出2000年以来总农业用水和灌溉用水弹性系数分别为-0.37和0.314 7,总农业用水和灌溉用水平均边际效益分别为-7.65元/m^3和3.895 1元/m^3。通过分析,总农业用水的增加抑制农林牧渔业总产值的增加;随着海南省节水灌溉面积及节灌水设施投入的增多,海南省灌溉用水边际效益仍会增多,灌溉用水对农业(农作物种植)产值增加的效益将会持续。该生产函数在此类问题中的应用比较合理。The water used in Hainan is completely from the local fresh water resources. The lack and unevenly temporal and spatial distribution of fresh water resources exaggerated the contradiction between supply and demand of water. The agricultural output value, labor, agricultural inputs, capital investment,agricultural water and irrigation water were used as efficiency measures to calculate the economic benefits of agricultural water resources in Hainan, including the total agricultural water marginal benefit and irrigation water marginal benefit, by using the Cobb-Douglas(C-D) production function. The results showed that the average elasticity coefficient of total agricultural water and irrigation water were -0.37 and 0.31, respectively, and that the marginal benefits of total agricultural water and irrigation water were-7.65 yuan/m3 and 3.90 yuan/m3, respectively since 2000. The analysis showed that the increase of total output of agriculture, forestry, fishery and animals was inhibited by the increase of the total agricultural water.The marginal benefits of irrigation water in Hainan would be increased with the increase of water saving irrigation area and infrastructure investment. The irrigation water would continue to produce benefit for the increase of agriculture output(farm crops). It is reasonable to apply this production function in such problems.
