摘 要:电网停电会导致供电企业及用电客户产生巨大的损失,而现有的可靠性管理指标存在不能完整地反映停电引起的损失或损失的大小,不利于电网建设方案的比选等问题。笔者通过分析停电引起的损失,推导出计算停电损失的公式,利用停电或限电引起的缺供电量、单位供电量利润、单位电量维护费用系数及用电客户赔偿费等值近似计算出停电损失的大小,因此在设置相关指标值后可以确定停电损失的量化数据,有利于相关工作决策更加科学。笔者设置的停电损失费相关指标,可对电网运行中的供电可靠性管理与考核、建设方案经济比选、施工方案比选等方面有着积极的作用,并建议论证性后引入考核体系。Interruption of power supply will lead to huge losses for power supply enterprises and consumers, while existing reliability management indicators cannot fully reflect the magnitude of losses or losses caused by power outages, and are not conducive to the comparison of power grid construction scheme. The author analyzes the loss caused by blackout, derives the formula for calculating power outage loss, and calculates the magnitude of power outage loss by means of expected energy not service, unit power supply profit, unit electricity maintenance cost coefficient and the equivalent of electricity customer compensation caused by blackouts or brownouts. So that the quantitative data of power outage loss can be determined after setting the relevant index value, which is conducive to making the related work decisions more scientific. The related indicators of outage cost set by the author can play a positive role in power supply reliability management and assessment in power grid operation, economic comparison of construction plans, selection of construction plans, etc., and recommend to introduce the evaluation system after demonstration.
