摘　　要：《赴香澳轮船章程》及《具有保结得享特别利益之省港澳轮船章程》是粤海关时期对来往港澳轮船进行监管的主要两部监管制度。两份章程的制定背景、制度内容,体现了粤海关对小型船舶监管的制度设计的精准性,在粤海关时期海关对小型船舶监管制度的执行发挥了重要的历史作用。Fu Xiang-Ao Lunchuan Zhangcheng（ Regulations on Ships to Hong Kong and Macao） and Juyou Baojiedexiang Tebie Liyi Zhi Sheng Gang-Ao Lunchuan Zhangcheng（ Regulations on Ships from/to Hongkong and Macao in the Provinces with Special Privileges） are the major supervision regulations of Canton Customs on ships from/to Hong Kong and Macao. The background and content of the regulations show that Canton Customs made accurate and targeted regulations for small vessels. These regulations played a historic role in the Customs＇ supervision of small vessels.
