摘　　要：《国民经济和社会发展第十三个五年规划纲要》（以下简称“十三五”规划）中提出要建设“海洋经济发展示范区”,在此背景下,国家海洋局明确提出,要将海洋经济发展示范区打造成区域经济发展的重要增长极,并在“十三五”期间建立10～20个海洋经济发展示范区.本文从中国海洋区域经济布局的总体框架出发,对中国现有的各级别的海洋经济发展示范区的海洋经济战略定位、海洋经济发展布局进行了归纳总结,进而对海洋经济发展示范区建设的统筹规划机制、管理运行机制和合作监督机制进行了详细分析,并从规划统筹、管理运行和合作监督等方面为中国海洋经济发展示范区建设提出了对策建议.It is to build a demonstration zone for marine economic develop-ment in the 13 th Five-year Plan. State Oceanic Administration put forward that the development of the marine economic development demonstration zone should be the important growth pole of regional economic development. And there will be 10-20 demonstration zones for marine economic development were estab-lished, during the 13th Five-year Plan period. This paper describes the overall framework of China5s marine regional economic layout starts, the marine eco-nomic strategic positioning and layout of marine economy development of marine economic development demonstration zones in different levels in China. Then the overall planning mechanism, management operation mechanism and cooperative supervision mechanism of marine economic development demonstration area are analyzed in detail. From the aspects of planning,management operation and cooperative supervision, this paper puts forward some countermeasures and sugges-tions for the construction of marine economy development demonstration area in China.
