非营利组织全球文化治理功能的实践——以孔子学院项目为例

摘　　要：孔子学院是中国在海外设立的汉语教学和中国文化传播国际非营利教育组织,历经十余年建设,已成为综合人文交流实体化平台,成为中国加强话语体系建设、积极参与全球文化治理的有效载体。以公共产品理论和自组织理论为基础,对孔子学院全球文化治理功能的实现路径和保障机制进行分析后发现,孔子学院的全球文化治理功能体现在提供全球公共产品、组织中外交流活动、进行跨领域跨组织协调、影响所在国政策并参与地区治理等四个方面。孔子学院自身也需要建立＂总部-地区中心-孔子学院＂的三级治理结构,实现孔子学院不同层级利益相关者的自组织和自主治理。孔子学院的创新实践探索了非营利组织积极参与全球治理的有效路径,为其他机构和项目提供了一定程度的借鉴。The Confucius Institute is an international non-profit educational organization set up by China overseas to teach the Chinese language and disseminate Chinese culture. After over a decade＇s development,it has become a physical platform for comprehensive cultural and educational exchanges,and an effective carrier for China to strengthen its own discourse system and actively participate in global cultural governance. Based on the public goods theory and self-organization theory,the author analyzed the implementation path and safeguard mechanism of the global cultural governance function of the Confucius Institute,and found that the global cultural governance function of the Confucius Institute is shown in four aspects： providing global public goods,organizing Chinese and foreign exchange events,coordinating across fields and organizations,and influencing the policies of the host country while participating in regional governance. The Confucius Institute itself also needs to build a three-level governance structure involving ＂Headquarters-Regional Centers-Confucius Institutes＂,so as to realize the self-organization and self-governance of the stakeholders of the Confucius Institutes at different levels. The innovation practice of the Confucius Institute has explored the effective path for non-profit organizations to actively participate in global governance,and can provide certain insight to other institutions and programs.
