摘　　要：通过全面梳理和系统分析自《中华人民共和国促进科技成果转化法(2015年修订)》出台以来的新政策,结合科技成果转移转化过程及主体调研,分析科技成果转移转化落实过程发现,问题主要表现为新政策与中观层既有政策冲突、新政策缺乏微观层配套细则且落地困难、新政策下一些疑难问题仍难以突破。建议出台中观层、微观层配套政策及细则,加强政策权威解读与宣传,完善相关制度体系。We have thoroughly investigated and systematically analyzed the Transformation of Science and technology Achievements in China based on field research and in-depth interviews with subjects after the Law of the People＇s Republic of China on Promoting the Transformation of Scientific and Technological Achievements been amended in 2015.The problems is concentrated on three aspects：the conflict between the new and existing meso-level polices,lack of implementing micro-level＇s regulations,and some other difficult problems.We advise issuing meso-level policies and micro-level＇s regulations and establishing third-party interpretion to promote and improve the relevant system.
