摘  要:以总结北京林业大学精准林业北京市重点实验室研发团队20余年来创建新一代国家森林资源调查监测体系的工作为主线,侧重讨论以下主要问题:1)创建陆表系统逐级互联网+3S技术规划、区划到国家—省域—县域(林场)—乡镇(营林区)—村(街道,林班)—户(小班)的地类、植被覆盖类型、面积逐级严密平差体系;2)研制以3D激光扫描和任意摄影为主导的卫星载、无人机载、车载、固定式、背负式、手持式森林观测仪器体系;3)以小样本、县域300个左右5~9株树微样地或3D电子角规精测异质化小班为基础,研建林木与立地环境之间的预测预报反演模型,主导树种材积、蓄积、生物量、碳储量、生长量、固碳量(碳增量)及其转换模型;4)研建面向森林资源调查监测、规划设计、经营作业、制图建库、造林采伐、择伐经营的新一代森林经理平台。This paper summarizes the work of the Beijing Key Laboratory of Precision Foreswy in the Bei-jing Forestry University' s R&D team to create a new generation of national forest resources survey and monitoring system for more than 20 years, focusing on the following major issues : ( 1 ) create a land sur-face system Gradual Internet + 3S technology planning, zoning to the country-provincial-county (forestfaro,)-township ( silviculture area )-village ( street, compartment )-household ( sub-compartment ) land categoPy,land-cover type,acreage level rigorous adjustment system. (2) develope satellite borne, UAV,vehicle mounted, fixed type, piggyback and handheld forest observation instrument system based on 3 D la-ser scanning and arbitrary photography. (3) using the small sample, about 300 micro-samples with 5 -9 trees in the county area or 3 D electronic gauges to accurately measure the heterogeneous sub-compart-ment. At the same time, developing a predictive inversion model between trees and site conditions to domi-nate the tree species volume, accumulation, biomass, carbon stocks, growth, carbon sequestration ( carbon increments) and their conversion models. (4) build a new generation plafform of forest management for investigating, monitoring, planning and designing for forest resources managemet.
