摘　　要：洞庭湖是湖南省和长江流域重要的生态屏障,对长江流域生态安全、水安全和国家粮食安全起重大作用。全面加强洞庭湖环境司法治理工作是实现长江流域生态文明建设与洞庭湖绿色发展的客观需要。但是由于传统环境司法理念的偏差、环境审判机构专门化的障碍、环境公益诉讼制度的挑战、环境司法专业人才的匮乏等原因,导致洞庭湖环境司法治理工作依旧任重而道远。为破解上述困境,有必要树立现代环境司法理念、克服环境审判机构专门化的障碍、探索跨行政区域环境公益诉讼案件的审理、培养环境司法专业化人才,从而为洞庭湖生态文明建设与绿色发展提供司法权威保障。Dongting Lake is an important ecological barrier of Hunan and Yangtze River Basin. It plays a significant role in ecological safety, water safety and national food safety of Yangtze River Basin. Strengthening the environmental and judicial governance of Dongting Lake in an all-round way is an objective requirement to realize the ecological civilization of Yangtze River Basin and green development of Dongting Lake. However, due to the deviation of judicial philosophy of traditional environment, the specialization barriers of environmental justice agencies, the challenges of environmental nonprofit litigation policy, and the deficiency of professional talents in environmental justice, there are still many things to do for the environmental justice governance of Dongting Lake. To solve the dilemma mentioned above, it is necessary to set up a judicial idea of modern environment, overcome the specialization barriers of environmental justice agencies, explore the trial of environmental nonprofit litigation cases across administrative regions, cultivate professional talents in environmental justice and provide authoritative protection of justice for the ecological civilization and green development of Dongting Lake.
