摘　　要：简要阐述GSM-R向LTE-R的发展趋势,提出LTE-R如何实现类似于GSM-R语音组呼功的问题。通过对语音组呼对网络承载层和业务层的需求分析,结合LTE eMBMS多播技术和应用层的MCPTT技术方案,对LTE-R语音组呼的整体实现方案进行探讨。The paper briefly introduces the development trend from GSM-R to LET-R, puts forward the question of how to realize the function of Voice Group Call Service（VGCS） by LTE-R like GSM-R, and discusses the overall implementation scheme of LTE-R VGCS by analyzing the demands for network bearing layer and business layer, and combining with LTE eMBMS multicast technique and MCPTT technical proposal of the application layer.
