关于北洋水师军纪的探讨

摘　　要：战争的胜负是由参战双方的政治、经济、军事等多方面因素决定的。甲午海战失利败在整个国家的弊病,不能单纯地把责任都归咎于北洋水师官兵。随着更多史料的公开,对该场海战及北洋水师的研究与认知变得更加全面,对于北洋水师被指责败坏军纪的几件事(主炮晒衣、劣质炮弹、舰上养狗、瞭望玩忽职守)需重新认识。The outcome of a war depends on both sides＇ political,economic,military factors among others,so Sino-Japanese naval war＇s failure resulted from the whole country＇s malady instead of Beiyang navy alone.The research and knowledge about Beiyang navy and this war have become more comprehensive with the appearance of more historical materials,therefore,we should re-recognize the few things of which the navy was accused breaking their military discipline,such as hanging the laundry on the main artillery,keeping dogs in the warship,and watcher＇s neglect of duty.
