新时代我国体育治理格局的转型改造:由“强政府弱社会”转向“强政府强社会”

摘　　要：我国人民日益增长的对体育美好生活的向往与不平衡不充分发展之间的矛盾将构成新时代我国体育治理的重要主题。传统的政府体育行政部门强控制,体育社会组织弱能力,政社呈依附式协作关系的"强政府弱社会"体育管理格局已无法适应我国体育治理体系和治理能力现代化发展的现实需要。为不断满足新时代人们日益增长的对体育美好生活的需要,化解体育治理主要矛盾,应向政府体育行政部门的强支持、弱控制,体育社会组织的弱嵌入、强动员,政社平等合作关系的"强政府强社会"体育治理格局转型。The principal contradiction in the new era is the contradiction between unbalanced and inadequate development and the people＇s ever-growing needs for a better life,which is also a major task for the sports governance.Traditionally,the sports management system with government sports department controlling the sports and social organizations being subordinate,which shows＂strong government and weak society＂feature cannot adapt to China＇s sports system of governance and governance capacity modernization In order to meet the growing needs for a better life of sports in the new era,the main contradictions should be resolved through the management system with＂strong government and strong society.
