摘　　要：Tibet is not only famous ＂ the roof of the world＂ but also is recognized as the ＂ third pole of the earth＂ by the whole world, with very im-portant significance in construction and protection of plateau eco-environment. In Qinghai - Tibet Plateau, there are abundant wild animal and plant resources and a lot of high-mountain mineral resources, and water resources, light resources and characteristic agriculture and animal husbandry resources have broad development and utilization space. When Tibet economy and society improve and develop, eco-environment construction and protection work is also mentioned in the schedule.
