摘　　要：《排污许可证申请与核发技术规范炼焦化学工业》(HJ 854—2017)结合排污许可制度改革思路、顶层设计方案及行业实际情况,明确了炼焦化学工业企业排污许可证申请与核发的基本情况填报要求,许可排放限值计算、实际排放量核算方法,以及自行监测、环境管理台账及排污许可证执行报告等环境管理要求。为规范炼焦化学工业企业填报《排污许可证申请表》及网上填报相关申请信息、指导核发机关审核确定排污许可证许可要求、保障炼焦化学工业排污许可制度顺利实施、加强行业环境管理和污染防治提供了技术支撑。Technical Specification for Application and Issuance of Pollutant Permit： Coking Chemical Industry（ HJ 854-2017）,taking into consideration the reform ideas and the top layer design of pollution discharge permit system,and the actual situations of coking chemical industry,explicitly expounded the basic requirements of the application and issuance of pollutant discharge permit in the coking chemical industry,the calculation of permitted discharge,the actual discharge accounting methods,self-monitoring,environmental management records,and implementation reports. The technical specification will play an active role to regulate enterprises in the coking chemical industry to fill in the ＂application form＂and relevant application information online,guide the issuing authorities to audit the pollutant discharge permit,ensure the smooth implementation of pollution discharge permit system,and strengthen the environmental management and pollution prevention in the industry.
