四川省航空产业军民深度融合发展对策——基于国际经验及省内企业的调查分析

摘　　要：作为"十三五"期间国家重点发展的战略性新兴产业,航空产业走军民融合发展之路已成为推进产业结构转型升级的重要举措。通过分析四川省航空产业军民融合取得的成就、存在的问题,以及世界典型国家航空产业军民融合的经验,提出推动军工资源优化配置、扶持本地民营企业加快发展、推动建立军工企业与民营企业的对话机制、建设航空产业军民融合专业人才培养平台、加大对军民融合示范项目的资金支持力度、加快建设航空产业军民技术转移平台、支持设立四川省民营低成本航空公司的政策建议。As a strategic emerging industry in the period of the 13 th Five-Year Plan,the aviation industry has taken the road of integration of military and civilian development,which has formed an important measure to promote the transformation and upgrading of industrial structure. This paper analyzes the achievements and problems in the integration of military and civilian aviation industry in Sichuan Province,as well as the experience of military and civil integration of aviation industry in typical countries in the world,puts forward some policy suggestions,including to promote the optimal allocation of military industry resources,to support the rapid development of local private enterprises,to promote the establishment of a dialogue mechanism between military industry enterprises and private enterprises,to build a platform for the training of specialized personnel for the integration of military and civilian personnel in the aviation industry,to increase the financial support for the demonstration project of military and civilian integration,to accelerate the construction of a platform for the transfer of civil-military technology in the aviation industry,and to support the policy recommendations for setting up private low-cost airlines in Sichuan Province.
