摘 要:不同决策单元知识产权运营效率水平会受到外部环境因素和随机因素影响,出现效率值虚高或压低的问题。为得到各决策单元真实的知识产权运营效率值,采用剔除外部因素影响的三阶段数据包络分析(DEA)模型,对中国中、东部地区高技术产业知识产权运营效率进行实证分析。研究表明:东部地区高技术产业知识产权运营效率优于中部地区,两个地区效率不理想的原因存在差异;剔除外部环境因素和随机因素影响后,中东部地区高技术产业知识产权运营的综合效率、纯技术效率和规模效率均有所提高,但呈现东部地区提升而中部地区下降的特点。鉴于此,提出相关对策建议。The operating efficiency of intellectual property in different decision making units is affected by external environmental factors and random factors,causes the problem of high or low efficiency. In order to obtain the real efficiency of intellectual property operation in each decision making unit,this paper adopts three-stage data envelopment analysis(DEA) model,which excludes the influence of external factors,to make an empirical analysis of the intellectual property operation efficiency of high-tech industries in the central and eastern part of China. The research shows that,the efficiency of intellectual property rights operation in the eastern region is superior to that in the central region,and the reasons for the two regions' unsatisfactory efficiency are different. After excluding the external environmental factors and random factors,the comprehensive efficiency,pure technical efficiency and scale efficiency of the intellectual property operation of high-tech industries in the central and eastern regions have been improved,however,it presents the characteristics of the eastern region rising and the central region declining. In view of this,this paper puts forward the relevant countermeasures and suggestions.
