摘　　要：以科茨沃尔德案例探讨为线索,展开对英国划定保护区中的AONB制度、列入名录以及开发许可申请制度等的分析,研究英国如何在制度设置层面对乡村地区的建筑及村落环境进行有效保护控制,并结合案例的具体实施细节进行探讨,进而厘清其机制和做法,就其保护目标实现的原因及内涵进行分析和讨论。The paper uses the case of Cotswolds to analyze the systems of AONB, acceptance into the list, in deciding the range of preserved areas in Britain. It studies the ways of effective preservation control over rural buildings and settlements on an institutional level. Taking Cotswolds as an example of success, it aims to clarify the mechanism and methods of the case, explicating the rationale and connotation in the achievement of preservation goals.
