总体国家安全观视角下公共危机管理模式的变革

摘　　要：在总体国家安全观视角下,公共危机管理是有效维护国家安全与公共安全的重要手段。在我国迈向后工业社会的进程中,打上工业社会烙印、以控制为导向的危机管理模式越发不适应公共危机表现出来的新特点,变得应急效率低下,使公共危机演变为国家安全危机的可能性加大。人们对公共危机管理的低效进行错误的归因,即控制力度不足。结果,增强控制又导致公共危机管理不具备灵活性、响应性与适应性,更难应对今天的公共危机挑战。对危机管理模式进行变革是解决问题的根本出路,即本着共建、共治、共享的原则,构建多元共治网络型危机管理模式。In the perspective of holistic approach to national security, public crisis management is an essential means to safeguard public safety and national security. But when transforming from industrial society to post-in- dustrial society, Chinese control-oriented crisis management mode which formed in the industrial society gradual- ly fails to deal with the latest emerging crises effectively, resulting in the fact that public crises are more prone to escalate into national security crises. Previously, the tributed to the lack of strong control. However, under ineffectiveness of public crisis management is usually at- stronger control, public crisis management is short of flexi- bility and adaptability which are necessary to meet the challenges from today＇s crises. The fundamental way to resolve this problem is to build the network-governance-style crisis management in the principle of joint contri- bution, cooperative governance and shared benefit.
