摘　　要：近几年来,中国经济长期高速增长带来的部分行业产能过剩问题日益凸显。过剩的产能会导致较低的技术效率以及较低的资源配置效率,为此政府制定了一系列的措施来化解产能过剩问题,但是目前的效果并不显著,制造业产能过剩问题依旧严峻。本文对中国制造业的市场竞争程度与产能利用率之间关系进行分析,结果表明:产能利用率与市场集中程度之间存在着显著的"U"型关系,即随着行业市场集中度的提升,该行业的产能过剩呈现出先上升再下降的趋势。故在供给侧结构性改革背景下,需要进一步增强市场的开放程度,加强市场集中程度,提高优质企业兼并力度,促进现有产业优化升级,实现行业的有效供给。同时,淘汰落后产能,从制造业增量与存量两个角度对制造业进行去产能。In recent years, the problem of overcapacity in some industries caused by long-term and high-speed economic growth in China has become increasingly prominent. Excess capacity will lead to lower technical efficiency and lower resource allocation efficiency. Therefore, the government has formulated a series of measures to solve the problem of overcapacity, but the effect is not significant, and the problem of manufacturing overcapacity is still severe. This paper analyzes the relationship between the degree of market competition and capacity utilization of Chinese manufacturing industry. The results show that The results show that there is a significant ＂U＂ relationship between capacity utilization and market concentration, namely, with the ascension of industry market concentration, the industry＇s overcapacity presents first the trend of the rise and then a downward trend. Therefore, under the background of supply-side structural reform, it is necessary to further strengthen the degree of market opening, strengthen the degree of market concentration, enhance the intensity of high quality enterprise merger, promote the optimization and upgrading of existing industries, realize the effective supply of the industry, and at the same time, eliminate the backward capacity of the manufacturing industry from the perspectives of increment and stock.
