摘　　要：文章通过文本分析与案例研究分别从准备、实施、成效分析地方政府开放数据现状,发现各地开放数据总体实现了对公共服务的支持,但制度未与公共服务充分融合、数据门户未深入满足公共服务需求、开放数据利用未实现对公共服务的全面支持。由此提出建立与优化面向公共服务的开放数据制度体系、基于公共服务框架升级开放数据门户、立足公共服务深化开放数据的社会化应用。The paper aims to assess ability of open government data to support public service by presenting progress of open data of local governments in China. Thus, the paper investigated into open data policies and portals from dimensions of preparation, implementation and impact. The paper found that open government data has not supported public service suffciently with policies, portals and promotion of use of open data. Therefore, the paper proposed that local governments should establish and optimize institute system, update open data portals, and deepen social access of open data by connecting with public service closely.
