摘　　要：项目绩效评价在识别项目问题,提出改进措施,为后续项目提供借鉴方面,具有非常重要的作用。针对经营性PPP项目绩效评价特性,在综合考虑效率性、经济性、效果性、公平性、环保性的基础上,构建经营性PPP项目绩效评价指标体系,采用OWA算子赋权法确定经营性PPP项目绩效评价指标的权重,借助云模型在处理评价指标值的不确定性和可拓方法在信息挖掘方面的优势,建立经营性PPP项目绩效综合评价模型。通过实际工程的案例分析,证明了经营性PPP项目绩效评价模型具有较高的实用性。According to the characteristics of profit-making PPP project performance evaluation,considering the efficiency,economy,effectiveness,equity and environment into constructing the performance evaluation index system of profit-making PPP project,using OWA operator to determine the weights of indicators,with the help of cloud model in dealing with the uncertainty of evaluation index value and matter-element model in data mining,this paper sets up a comprehensive evaluation model of profit-making PPP project performance.Through the analysis of the actual project,it is proved that the performance evaluation model of profit-making PPP project has high practicability.
