摘　　要：农村社会结构的变化使构建完善农民利益诉求表达诉求机制显得尤为迫切。农民要在利益表达过程中确立主体地位,树立为自己做主、主动表达利益诉求的观念。农村经济发展程度和农民富裕程度与农民的理性意识、参与意识和自主意识成正相关联。要不断完善农民利益表达的形式,构建多元化利益表达平台;规范政府对涉农利益表达行为的处理,完善我国的信访制度;实现农村社会治理从"农村能人"到"新乡贤"的转变。A mechanism is needed for farmers to express their interests and realize their interests.The transformation of the rural social structure makes it urgent to construct and perfect the appeal mechanism for farmers to express their interest demands.Farmers should establish their own dominant position in the process of expressing their interests,and hold the notion that they have to make their own decisions and express their interests on their own initiative.The level of rural economic development and farmers’degree of affluence are positively related to farmers’sense of rationality,of participation and of autonomy.We should constantly improve the forms of farmers’interest expression,and build a diversified platform for interest expression.The government's handling of the expression of farmers’interests should be standardized and the civil petition system has to be improved so as to realize the change from rural social governance by"rural capable persons"to governance by"new rural sages".
