摘　　要：为确保铁路军事运输货物装载安全,通过概述铁路军事运输货物装载安全卡控现状,从车辆选用、装车方案落实、超限尺寸复核、装备部件检查、押运人管理角度阐述军事运输货物装载安全卡控重点,并结合北京铁路局特殊的政治、军事及地理位置因素,从装车量大、装载难度大、检查难度大、部队装车人员变化大等方面分析北京铁路局军事运输货物装载安全卡控难点。在此基础上,提出明确作业标准、加强业务培训、细化装车作业流程、加强现场盯控、依靠科技设备保安全等加强军事运输货物装载安全的卡控对策。To ensure safe loading of military freight, based on a review of the safety control measures, this paper has firstly identifies the key procedures in safety control during the loading process of military freight by railway, which are selecting proper vehicles, loading freight according to programs, reexamining sizes to avoid over-specifications, examining equipment and parts and deciding on supercargo＇s management perspectives. Secondly, this paper has summarized and analyzed the difficulties in safety control when loading military freight at Beijing Railway due to the following realities with it： larger loading volumes, higher degrees of difficulties in loading and reviewing and bigger changes in military loading crew, which are caused by its special political, military and geographical characteristics. Accordingly, this paper puts forward several measures to secure safe loading process of military freight at Beijing Railway, such as clarifying the performance standards, strengthening professional training, detailing the loading workflow, reinforcing monitoring on-site and ensuring safety by utilizing high-tech devices.
