国家公园自然资源确权登记的思考

摘　　要：建立国家公园体制是我国的一项重要改革任务,而自然资源统一确权亦是一次全新的制度设计。目前两项工作均处于试点阶段。在此背景下,梳理了二者之间的协同关系,以及国家公园作为独立登记单元的特殊之处:登记目标更加多元、登记内容更加深入、登记对象更加广泛、所有权代表行使主体更加明确。并以此为基础,提出了国家公园在进行确权登记时需着力解决的若干问题,给出了对策和建议。National park management is the key reformation assignment, and the right verification of natural resources is a new system design. Two jobs are now in the pilot stage. In this context, the paper analyzes the senergitic relationship between them, as well as the special features of national park as independent registration units： registration goals are more diverse, registration contents are more in-depth, registration objects are more extensive and representative of the ownership is more explicit. On the basis of this, the author puts forward the problem that the national park should solve in the process of right verification and registration, and gives some countermeasures and suggestions.
