省会城市的非省会城市职能疏解研究

摘　　要：省会城市作为一省的行政政治中心,凭借独有政策资源优势,往往成为一省的经济、文化、交通、教育、科研中心,尤其在单极核中心城市中更为明显,省会城市的城市职能明显呈现过载状态。从省会城市的高效运作目的出发,必须推进省会城市职能优化和非省会城市职能转移疏解,突出省会城市核心功能,提升省会城市职能运作效率。在非省会城市职能疏解上,要以区域协同为基本指导,以职能识别结果为依据,以省会城市职能健康有序运行为目的,以承接城市的职能优化升级为重要考量,突出省会城市职能运作的高效性,合理确定疏解时序和承接区位,循序渐进推动非省会城市职能疏解。As a province＇s administrative political center, the provincial capital has often become a province＇s economic, cultural, transportation, education, and scientific research center by virtue of its unique policy and resource center, especially in the unipolar nuclear center cities, and the urban functions of provincial capital cities has obviously showed a significant overload condition. Starting from the purpose of efficient operation of provincial capitals, we must promote the optimization of provincial capital functions and the dispersal of non-capital city functions, highlight the core functions of provincial capital cities, and increase the efficiency of provincial capital city operations. In the transfer and dissolution of non-capital city functions, we must take regional coordination as the basic guidance, based on the results of functional identification, and aim at the healthy and orderly functioning of provincial capital cities, and take the optimization and upgrading of the functions of cities as an important consideration, focusing on provincial capitals. The high efficiency of city function operation, rational determination of timing and location of relief, and gradual promotion of non-provincial capital city functions.
