社会保险与中国国民幸福感

摘　　要：利用中国家庭追踪调查数据(CFPS),在构建国民幸福感评价体系的基础上,运用有序Probit模型与倾向匹配得分模型(PSM),实证检验了社会保险对国民幸福感的影响及作用机制。研究结果表明:社会保险的覆盖面与国民幸福感显著正相关,社会保险的全面性可以显著提升国民幸福感中的幸福程度与生活满意度,但不会给国民带来更高的信心;社会保险中的五大分类保险均能显著正向影响国民幸福感,只是失业保险与生育保险的影响效果相对较小;城市居民幸福感提升更容易受社会保险覆盖面的影响,而农村居民幸福感提升更容易受社会保险全面性的影响;低收入组国民更重视社会保险的全面性,中收入组国民对社会保险的覆盖面与全面性同样重视,高收入组国民更重视社会保险的覆盖面。建议进一步提升社会保险在全体国民中的覆盖率,为农村居民与低收入群体制定更全面的社会保障计划,切实发挥社会保险保障民生的作用。Using data from China Family Panel Studies （CFPS）, this study establishes a na- tional well-being assessment system as a foundation for applying an ordered Probit model and a propensity score matching （PSM） model to empirically test the effect of social insurance on na- tional well-being, and the mechanisms of action behind this effect. The results of this study sug- gest that social insurance coverage is significantly and positively correlated with national well- being, meaning that the comprehensiveness of social insurance can significantly increase the ele- ments of happiness and life satisfaction within national well - being ; it does not however bring a- bout higher levels of confidence. The five major insurance categories of social insurance each sig- nificantly and positively affect national well-being. Increases in urban residents＇ well-being are more susceptible to the influence of social insurance coverage while increases in rural residents＇ well-being are more susceptible to the influences of universal social insurance. Low- income groups place a greater emphasis on the comprehensiveness of social insurance, and middle- in- come groups emphasize both coverage and comprehensiveness of social insurance. However, high income groups place greater emphasis on the coverage of social insurance. This study recommends further increasing the coverage rate of social insurance among all groups of Chinese citizens and providing more comprehensive social insurance plans to rural and low- income groups, thereby giving full play to the role of social insurance among Chinese citizens.
