我国群众体育公共服务的现实困境及消解路径

摘　　要：体育公共服务体系是一个由一系列相关要素通过相互作用构成的有机整体。随着我国体育强国建设目标的确立,群众体育公共服务工作取得了巨大进步。但研究结果表明,我国群众体育公共服务体系建构远远没有完成,主要表现在设施场馆短缺、经费保障不足、组织机构和人员缺乏、全民监测体系亟待完善;城乡之间和不同地区之间显失平衡,同一社区不同社会阶层、不同年龄段人群也存在显著差异,与＂普惠、均等化＂的可持续发展要求相差甚远。为此,要加大基础设施建设和专业化投入,多方开发群众体育资源,包括从传统体育和传统舞蹈类非物质文化遗产项目中发掘资源,有效地组织、吸引民众广泛参与等。在具体工作中,要坚持以政府为主导,强化社会组织的作用,积极引入市场竞争机制。The sport public service system is an organic one constituted by a series of related factors that are interacted with each other. With the objective of ＂sports power＂established in the post-Olympic era,public service of mass sports has made an enormous progress. However,there is still a long way to accomplish the system,which needs more facilities,venues,funds,organization,staff and supervision. All these short falls not only reflect the unbalance between urban and rural areas,but also have significant differences in the different social classes,different age in the same community,which can be barely satisfied the sustainable development requirement of generalization and equalization. To end this,it is necessary to increase infrastructure construction,input professional manpower and develop mass sports resources in various ways,including exploring resources from the intangible cultural heritage projects like traditional sports and traditional dance. It is necessary to attract people＇s extensive participation by effectively organizing the activities. In the specific working process,we must adhere to the government as the guider,strengthen the role of social organizations as well as introduce the mechanism of competitive market.
