摘　　要：我国实行五级政府五级财政的组织架构,乡镇财政是财政组织管理体系的重要基础,可以说乡镇财政管理水平的好坏,对加强农村基层政权建设、维护农村基层政权和社会稳定、推进统筹城乡发展具有非常重要的作用。China carries out the organizational structure of the five level finance of the five level government. Village and town finance is the important basis of financial organization and management system. It can be said that the level of village and town finance management plays a very important role in strengthening the rural grass-roots regime construction, maintaining the rural grass-roots regime and social stability, and promotingthe overall planning ofurban and rural development.
