摘　　要：沈阳总规试点工作是在《沈阳振兴发展战略规划》、“多规合一”改革工作基础上进一步提高总体规划战略引领和刚性控制作用的重大机遇.试点工作围绕贯彻习近平新时代中国特色社会主义思想,落实党的十九大精神,加快推进新一轮东北振兴的时代背景,坚持从目标导向和问题导向出发,以战略规划为统领,强化总规的公共政策属性;延续并深化了《沈阳振兴发展战略规划》的战略引领作用和“多规合一”改革思路,构建了“1＋4＋6＋22”的规划成果体系,践行了从“空间规划”转向“公共政策”的理念创新、从“部门规划”到“行动纲领”的模式创新、从“图文规划”到“城市治理”的实施创新等改革要求.The pilot project of Shenyang master planis based on the “Shenyang Revitalization andDevelopment Strategic Plan” and the “multi-plancoordination” reform. This project leads to asignificant opportunity to improve the function ofstrategic guide and spatial control of master planning.This pilot project is aimed at implementing thesocialist ideology with Chinese characteristics in thenew era of Xi Jinping’s presidency, implementing thespirit of 19th CPC National Congress, and acceleratingthe revitalization of the northeast China. It sticks to agoal-oriented and problem-oriented approach and isled by the strategic plan, in order to strengthening thepublic policy attributes of master plan. It continuesand deepens the work pattern of strategic plan and“multi-plan coordination,” constructs the planningoutcome system of “1＋4＋6＋22,” and practices theconceptual innovation from spatial planning to publicpolicy, the mode innovation from departmentplanning to action program, and the implementinnovation from graphic planning to urbangovernance.
