摘　　要：当前,为尽快实现＂双一流＂的新时期高等教育发展目标,各高校都在结合自身优势制定学科发展战略。本文结合中南财经政法大学一流学科建设实践,对学校＂法与经济学科群＂一流学科建设目标的确立进行了深入分析,对其＂学生、学术、学科＂三位一体发展战略进行了系统阐释,并就如何通过进一步完善激励约束机制、投入产出机制、协同创新机制,保障一流学科战略目标的实现,提出了具体的思路与措施。At present,colleges and universities are formulating development strategy of disciplines according to their own advantages to achieve the new developing aims of higher education of＂Double Top＂strategic plan. This paper deeply analyze the establishment of top discipline construction goal of law and economics disciplinary cluster and systematically explains the development strategy of the three forming of student,academic and discipline as an organic whole, combing the ZUELs top discipline construction practice,and puts forward specific ideas and measures of how to realize the aim of top discipline construction by further improving stimulating and restricting mechanism, input-output mechanism and collaborative innovation mechanism.
