“城市双修”工程的人本导向研究——基于需求溢出的理论解析与案例探讨

摘　　要："城市双修"是反思中国30多年粗放型城镇化规划和建设以及管理实践、应对现阶段城市病高发、加快实现城市转型发展的综合性治理工程。借鉴公共管理学中的需求溢出理论,分析了双修工程的价值取向,探讨了双修工程在城市更新中的定位导向,提出要以人本主义为中心,突出市民参与,重构满足市民生态、品质与内涵诉求的城市发展环境。并以台湾高雄市为例,从自然生境、建成环境、文化意境、治理保障与经济转型5个层面对其更新中的"人本"实践进行剖析。综合上述理论与实践分析,认为单纯的物质治理模式在人类需求的无限扩张中存在功能盲区,"城市双修"也需兼顾心灵治理。Given that China has developed under the extensive model for over thirty years,＂Ecological Rehabilitation and City Reparation＂is put forward to change the current model. Specifically speaking,＂Ecological Rehabilitation and City Reparation＂is a comprehensive management project to realize the transformation and development of the city and deal with the high incidence of urban diseases. This paper draws on the theory of demand spillover in public management and analyzes value and position orientation of this project. Then,this paper puts forward that it should be centered on humanism,highlight citizen participation as well as reconstruct the urban development environment to meet the needs of citizens＇ cology,quality and connotation. At the same time,taking Kaohsiung as an example,this article explores the practical strategy and content of its renovation from five aspects,namely,natural habitat,built environment,cultural artistic conception,governance guarantee and economic transformation.Finally,it is concluded that currently the material governance has functional blind areas in the infinite expansion of human demand,and the ＂Urban Double Repair＂also needs to take spiritual governance into account.
