典型国家城市低碳交通政策解析及对我国的启示

摘　　要：文章基于CUTE矩阵,梳理了发达国家发展低碳交通的政策历程,得出四点结论：（1）城市规模决定了低碳交通发展的背景和模式;（2）预防政策贯穿于城市低碳交通发展的始终,转换政策多用于发展初期,而改善政策多用于发展中后期;（3）预防政策一般不采用信息工具和经济工具,转换政策和改善政策综合运用四种政策工具;（4）技术工具和管制工具是最常用的手段,信息工具一般作为辅助手段,需要长期执行,而经济工具一般具有依赖性和适应性,应避免长期范围内过度依赖经济手段。鉴于此,为我国生态文明体制改革进程中城市低碳交通的建设提出政策建议。Based on CUTE matrix, this paper sorts out the policies of developing low carbon urban transportation in developed countries. The main conclusions are as follows：（1） The size of the city determines the background and mode for developing low carbon transportation.（2） The prevention strategy is usually carried out throughout the development of low carbon urban transportation, the shifting strategy is usually implemented at the beginning of the development, and the improve strategy is usually implemented in the middle and late stages.（3） The prevention strategy generally does not concern information instruments and economic instruments, while the shift strategy and improve strategy use the instruments of technology, regulation, information and economy comprehensively.（4） Technical instrument and regulation instrument are two most commonly used ones and most effective means. Information instrument is always set as an auxiliary means and needs to be performed in a long-term, while economic instrument is generally a dependent and adaptable instrument and should avoid over reliance on it. At the end, four suggestions are put forward for the construction of urban low carbon transportation in our country.
