摘 要:海洋主体功能区制度目标是通过政策机制引导和约束各区县按照各自海洋主体功能来规划、管理、利用和保护海洋空间,基本特征是综合性与差异化。制度重点解决两个问题,一是承启"发展类规划"与"布局类规划",二是把海洋资源环境承载力科学概念付诸实际政策设计,据此提出空间管理、综合经济、资源节约、污染防治、生态保护五个方面的"1+1+3"政策体系。落实海洋主体功能区制度必须处理好国家、省级、市县三个层面对政策的强制性和自由裁量权,配套统一的动态监测、差异化的评价考核、统一的考核结果应用模式。The objective of marine major function zoning institution is to guide and constrain the districts and counties through policy mechanism to plan, manage, utilize and protect marine space according to their respective marine major zoning function, with comprehensive and differentiated characteristics. The institutions focuses on solving two problems, the first is to undertake "development planning" and "layout planning", the second is to transit concept of marine resources and environment carrying capacity to practical policy design. "1+1+3" policy system composed of spatial management, comprehensive economy, resource conservation, pollution control and ecological protection was proposed. The implementation of marine major function zoning institution must deal with the policies at national, provincial, municipal, county levels properly, and equip with unified dynamic monitoring, differentiated assessment, and unified result application model.
