农业科研院所基本科研业务费管理实践与探讨——以中国农业科学院为例

摘　　要：自2006年起,中央财政设立"中央级公益性科研院所基本科研业务费专项资金",支持科研院所自主选题开展符合公益性职能定位的科研工作。文章报告了中国农业科学院基本科研业务费专项的管理现状,总结了目前的支持重点,分析了管理中存在的问题,提出了突出支持重点、做好长远谋划、建立绩效评价管理机制、规范项目实施管理等措施建议。Central Public-interest Scientific Institution Basal Research Fund was established in 2006 by Central finance to support nonprofit research activities in central public-interest institutions. In this paper,the management of the Fund and key support directions in Chinese Academy of Agricultural Sciences were summarized,the main problems in its management were analyzed,and the advice to improve its management was proposed.
