社会工作行业组织建设中的问题及对策研究——以A市社会工作者协会为例

摘　　要：在推动我国社会工作事业发展的进程中,社会工作行业组织被寄予厚望。虽然全国各地社会工作行业组织的数量在不断增长,但它们在社会工作专业化、职业化和本土化发展中发挥的整体促进作用十分有限。本文通过对A市社会工作者协会开展实地调研,发现自主性问题、积极性问题、技术性问题和代表性问题是社会工作行业组织建设中面临的四个主要问题,继而提出针对性的对策,分别是重塑职能角色、完善激励机制、加强能力建设、强化服务功能。In the process of promoting the development of social work in China, industry organizations of so-cial work have been given high expectations. Although the number of industry organizations of social work in China is increasing, their overall promotion function in the development of the specialization, professionalization and localization of social work is very limited. Based on a case study of the Association of Social Workers in A city, it is found that the problems of autonomy, enthusiasm, technology and representativeness are the four main problems faced by industry organizations of social work. To solve the above problems, this paper proposes to re-shape the role of government and industry organizations, perfect the incentive mechanism, and strengthen the capacity building and the service function.
