人民军队“政治委员制度”起源研究——外部资源的引入与吸收

摘　　要：中央军委主席习近平在视察第13集团军时强调政治建军是我军的立军之本。政治建军,即坚持＂党指挥枪＂这一人民军队的优良传统。我军在革命时期的历史实践雄辩地证明,＂革命的政治工作是革命军队的生命线＂。而＂政治委员制度＂作为军队政治工作制度的重要组成部分,不仅体现了＂党对军队的绝对领导＂这一中国人民解放军不变的军魂,更在革命斗争实践中不断发展、完善,巩固其作为军队政治工作的生命线地位。当下中国,随着军队体制改革全面展开,＂军队非党化、非政治化＂＂军队国家化＂的杂音又现,驳斥这一谬论,需要对我军政治工作进行历史还原和理论辨析,这就更凸显出对＂政治委员制度＂进行解读的紧迫性和必要性。When inspecting the 13th Army, Xi Jinping, Chairman of Central Military Commission, emphasized, “Building the arm politically is the base on which the army isestablished, ....... strengthening the education of ideal and belief, deepening the theory study, .......to construct a strong army with belief, faith, discipline and bravery as strong as iron. Building the army politically means adhering to the PLA fine tradition of “Party commands the Gun” . The practice in the revolution history proved,“political work of revolution is the lifeline for revolutionary army” Political Commissar Mechanism” is an important part of army political work system, which not only embodies the PLA ever-lasting military soul of a party＊s absolute command of army”,but also developed in the revolutionary practice and consolidated the lifeline position of military political work. In current China, as the military reformation carries out, the noise of‘‘depoliticization and non-party of military” and “ military denationalization” appear on the Internet. To refute the wrong theory, it is necessary and urgent to interpret the “political commissar mechanism”,restore historically and analyze theoretically the PLA political history.
