摘 要:十九大报告在乡村振兴战略中提出要健全自治、法治、德治相结合的乡村治理体系。根据十九大报告关于加快推进农业农村现代化的要求,法治建设无疑在乡村治理体系中属于中心环节。实践证明,农村法治建设靠政府的主导并未收到预期的效果;自主演进缓慢的特质既不能满足预期,也不具备应有的条件。农村法治建设离不开农民主体作用的发挥,因此引导农民积极参与到农村法治建设中来才是上策。当然,根据农村与农民的现状,农民的参与离不开经济利益的驱动。要实现农村法治与农民利益的结合并进,具备利益分享功能和规模化、法治化特质的股份经营是不二的选择。In the rural revitalization strategy, the nineteenth reports put forward the rural governance system combining the autonomy, the rule of law and the rule of virtue. According to the request of the nineteenth reports on speeding up the modernization of agricultural rural areas, the construction of the rule of law is undoubtedly in the central link in the rural governance system.
