“行政区经济”理论的核心涵义与模型表达

摘　　要："行政区经济"是刘君德等在1990年代初期提炼出来的概念,后经其本人和其他学者补充、发挥,现成为应用较广的一种解释中国区域经济现象的理论。但因该理论经历较长时期且经许多学者使用,理解和解释中各有侧重,故存在诸多歧义,尤其是缺乏简洁的模型表达,也影响了该理论的应用。本文认为,"行政区经济"理论的核心涵义在于其揭示了在中国当代从单一的计划经济体制向多元的市场经济体制过渡的这一特定阶段,"地方政府"成为影响区域经济发展的重要因素,而与"中央政府""个私组织"(主要是企业、个人等)鼎足而三,从而所导致的区域经济的运行状态,以及所表现出的区域经济运行中的诸多特殊的现象。由此而扩及整个区域经济发展的一般状况,亦可从控制和参与经济运行的主体的角度来分析,即"中央政府""地方政府"和"个私组织"这三者均是影响区域经济发展的关键的变量;在不同时期,不同政治经济体制之下,三者的强度不同、关系不同、消长变迁的趋势不同,即可能形成不同的经济区域类型和区域经济演变的不同形态,如形成"计划区"与"计划区经济""计划-市场区"与"行政区经济",以及"市场区"与"市场区经济"等。"行政区经济"则正是在"中央政府"控制力降低、"地方政府"控制力上升而"个私组织"逐渐兴起的这一时期,在经济体制过渡阶段,区域经济所呈现的特定状态。最后,本文尝试给出"行政区经济"强弱演变的初步的模型表达。‘Economy of Administrative Area＇is an academic concept drawn from numerous reform practices by Prof. Liu Junde and his academic team mainly in ECNU（ East China Normal University）,in the beginning of 1990 s from the background of human geography,and has been accepted widely by other scholars in other disciplines,and become a theory which can analyze and explain some phenomena of regional economy in contemporary China. In this article,the author discusses the theory＇s development phases,and gives a new explanation to the theory. The author thinks that,the core meaning of the Theory of‘Economy of Administrative Area＇is that the local governments become an important factor which can influence the development of regional economy during the transition period in contemporary China,i.e.,from planning system to marketing system. This regime in which local government,central government,private enterprise are mixed together and many special phenomenon caused by it are quite different from China before 1979 and from the other marketing countries. At last,a model is given to explain the evolution of ‘Economy of Administrative Area＇.
