奥巴马政府国务院与国防部的协调机制

摘　　要：较之之前,在奥巴马政府体系中,国务院与国防部的协调机制具有较强的延续性,特别是在宏观层面保持了稳定的总体布局,仅仅在微观层面具有一定的伸缩性。在总体延续＂斯考克罗夫特模式＂的基础上,奥巴马政府对国家安全委员会的非法定成员做出调整,将国家安全委员会与国土安全委员会工作班子合并,并对助理部长级跨部门协调委员会的称谓和机构设置进行调整。In the Obama government system,comparing with the previous ones,the coordination mechanism of the State Department and the Department of Defense is more successive. Especially on the macro-level,it kept the stable overall layout,and only on the micro-level,it is flexible. Based on the overall ＂Scowcroft Model ＂, Obama government adjusted the non-statutory members of the National Security Council. The work staff of National Security Council and Homeland Security Council merged and the name and organization setup of the trans-department coordination council of assistant ministerial level are adjusted.
