摘　　要：考试政策应该具有极其重要的价值导向,要明确规定是否考试、如何考试、考试目的、考试结果及成绩构成等。研究生公共政治课43份政策文本中所规定的考试政策,其中价值导向与偏离的矛盾非常突出,主要表现在以下方面：考试术语,虽将＂考试＂与＂考查＂进行了明确区分,但是没有厘清其他术语之间的关系;对待考试,既普遍认同又在具体规定中出现诸多疑点;考试目的,条例规定很明确但在具体实施中难以实现;成绩构成,强调＂结合论＂但结合的方式方法没有交代;文本生命时长相差20多倍,＂63方案＂与＂87方案＂中的考试政策至＂10方案＂时戛然而止。The examination policy should have extremely important value-orientation：what to test？ How to test？ And so on.There are 43 examination policy documents of graduate public political lesson,which have contradiction between value-orientation and deviation.Some of them did not specify the relationship between the other concepts.Some of them approve of the exam,but have many problems in the specific regulations.Some of them made the purpose of the test,but are difficult to achieve.Some of them require the test scores＂combination＂,but did not give a specific way.Also,there is a difference between the life of the policy documents.
