摘　　要：优美的生态环境是人民获得幸福感的基础,是人民生活质量的保障。优美的生态环境建设需要严格的制度保障,即完善经济社会发展考核体系,落实责任追究制度,并且使制度建设形成系统化;同时,优美的生态环境建设也离不开脚踏实地的行动,需要政府、企业、个人共同推进、形成合力,真正做到"青山常在、清水长流、空气常新"。The beautiful ecological environment is the basis of the people’s happiness and the guarantee of the quality of life of the people.The construction of beautiful ecological environment requires strict institutional guarantee,namely perfecting the assessment system of economic and social development,implementing the accountability system and systematizing the institutional construction.At the same time,the construction of beautiful ecological environment cannot be separated from the down-to-earth operation,which requires the government,enterprises and individuals to push forward together and form synergy,to make＂the lush mountain is ever-lasting,the clear stream is ever-flowing,and the fresh air is ever-purifying＂.
