摘 要:贫困问题的解决离不开财政资金的支持,尤其是贫困县财政发展状况决定着扶贫攻坚任务的完成情况。河南省是拥有贫困人口最多的省份之一。多年来,河南省对贫困地区的财政投入逐年加大,其减贫成效如何,尚缺乏深入而系统的研究。运用2011~2015年河南省53个贫困县财政扶贫资金的面板数据,采用DEA-Malmquist非参数分析方法对财政扶贫资金的规模、结构与使用效率进行分析,测算扶贫资金的减贫效率。研究表明:静态角度看,河南省53个贫困县中,有51个县的财政扶贫资金综合效率为DEA无效;动态角度看,53个贫困县财政扶贫资金使用效率下降幅度很大。应通过更新扶贫理念,实行包容性扶贫治理,消除路径依赖和开展针对性分类扶贫等策略以有效提升贫困县财政扶贫资金使用效率。The elimination of poverty is inseparable from the support of financial fund, especially for poverty-stricken counties, where financial conditions determine whether the task of poverty alleviation can be finished. Henan is one of the provinces which have the most poverty-stricken population in China. Since years ago, its financial input to poverty-stricken areas has been increasing year by year, but few deep and systematic researches on the effect of poverty alleviation have been done. Using the panel data on financial aid funds for poverty alleviation, which were collected from 53 poverty-stricken counties in Henan Province between 2011 and 2015, and the DEA-Malmquistbased Nonparametric Analysis method, this paper analyzes the scale, structure and efficiency of the financial aid funds for poverty alleviation and calculates the efficiency of the financial aid funds for poverty alleviation. Results show that from the static point of view the comprehensive efficiency of the financial aid funds for poverty alleviation is zero in DEA in 51 of the 53 poverty-stricken counties in Henan Province, and from the dynamic point of view the efficiency of the financial aid funds for poverty alleviation is greatly declined in the 53 poverty-stricken counties in Henan Province. Strategies, such as renewing the idea of poverty alleviation, carrying out inclusive poverty alleviation, eliminating the path dependence and implementing targeted classified poverty alleviation, are put forward so as to improve the efficiency of the financial aid funds for poverty alleviation in poverty-stricken counties.
