三维城市治理对实现城市空间可持续发展的驱动路径研究

摘　　要：从三维城市治理的理论出发,对实现城市空间可持续发展的驱动维度、治理框架和路径选择进行深入分析。通过典型案例研究方法,对DL市的城市治理规则、治理结构和治理技术进行分析,提出三维城市治理可以有效实现城市空间可持续发展。在驱动路径选择中,应充分考虑现有城市治理框架的路径依赖性,包括规则性路径依赖和结构性路径依赖。对于城市治理路径选择,应从城市治理框架角度,以消减路径依赖为目的,从三方面入手,即鼓励部门信息共享,消减结构性路径依赖;鼓励公众参与,消减规则性路径依赖;搭建城市空间信息协同平台,以技术创新实现路径创造。The thesis makes an in-depth analysis of the dimensions of urban spatial sustainability,governance framework and driving path basing on the theory of 3D city governance. Meanwhile,employing the method of case study,through an analysis of the rule,structure and technology of Dalian city governance,it points out that 3D city governance is an effective way to realize urban spatial sustainability. It＇s the study＇s opinion that,for one thing,in choice of driving path,we should take into full consideration that the current city governance framework has already gotten used to the existing paths,including its rules and structure. For another,in choice of renovation path,we should aim at reducing the degree of city governance depending on existing systems. We propose to start from the following three aspects： encouraging the share of information in order to eliminate the structural dependency;encouraging the participation of community in order to alleviating the rule dependency; and establishing the coordinated urban spatial information platform in order to achieve path creation.
