摘　　要：巡视制度在我党由来已久。以习近平同志为核心的党中央把巡视作为党内监督的战略性制度安排,赋予巡视制度新的活力,使巡视发挥出令人瞩目的利剑作用。开展巡视是新形势下海关系统落实从严治党的必然要求,是海关系统加强党内监督、推进海关廉政建设的客观需要,是加强海关各级领导班子建设、队伍建设的现实途径。海关的巡视监督要适应形势发展,推动巡视内容、方式方法、制度建设的不断创新,形成更大震慑力。在把握巡视导向上:突出问题,形成震慑;在运用巡视方法上:创新形式,发挥巡视利剑作用;在加强巡视队伍建设上:不断提升巡视干部素质。The system of inspection tour has existed in the CPC for a long time. The current Party Central Committee with President Xi Jinping as the core regards it as a strategic arrangement for the internal supervision of the Party,which has brought new vigor to the system and given it a remarkable play in supervision. The implementation of inspection tours is an inevitable demand in running the Party strictly in the customs administration,an objective need to strengthen the internal supervision and to improve customs integrity,and a realizing pathway to reinforce the development of leading groups and talents at different levels. To adapt to the evolving new situation,the inspection tour in the customs requires constant innovations in content,methods and institutional development for better deterrence. It is recommended to highlight the problems to be deterrent in the guideline,to innovate the form to be disciplinary in the method and to enhance the quality of the officials of the inspection tour in the talent development.
