市县“多规合一”实现路径初探

摘　　要：作者结合工作实践,总结了当前推进市县"多规合一"将面临的难题,通过对实现市县"多规合一"的路径比较分析,指出"多规合一"实质上是如何处理经济社会发展规划与国土空间规划关系的问题,提出"多规合一"是解决当前普遍存在的"规划打架"等问题的一剂良药,对推进市县"多规合一"提出了政策建议。Combining with the work practice, the author summarizes the problems that ＂mutiple planning integration into a map＂ in cities and counties will face at present. Through the comparison and analysis of the way to realize the ＂mutiple planning integration into a map＂ in cities and counties, the author points out that how to deal with the relationship among the economic and social development planning and the land space planning in essence is the solution to the problem of ＂mutiple planning integration into a map＂ is the solution to the problem. At present, a good medicine that exists widely in ＂ contradiction among plans＂ is put forward policy recommendations for promoting the ＂mutiple planning integration into a map＂ in cities and counties.
