国家级新区第二轮综合交通规划探索——以重庆两江新区为例

摘　　要：当前针对不同发展阶段的国家级新区,其综合交通的规划目标和规划策略存在显著差异.以重庆两江新区为例,在新区发展起步阶段,开展了以契合国家对外开放和区域发展战略意图、构建大框架以拉开新区空间扩展格局、全面考虑各个系统以发挥各类交通方式示范作用的“高大全”的第一轮综合交通规划.在新区品质提升阶段,综合交通规划则需要结合当前阶段存在的过境、货运与城市交通混杂,新区内部组团职住关系严重失衡,路网瓶颈与通道能力存在短板等实际问题,以问题和目标为双导向,提出分流区域交通和货运交通,布局复合走廊平衡职住关系、优化骨架道路和次支路网等针对性的改善型策略,即第二轮的综合交通规划是“小修补”规划.At present, there are significant differences in objectives and strategies for comprehensive transportation planningin National New Aare at different stages of development. Taking Chongqing Liangjiang New Area as an example, the frst round of the comprehensive transportation planning is carried out in the initial stage of the National New Area development, in order to ft the strategic intention of the country’s opening to the outside world and the regional development, to build a large framework to expand the spatial expansion pattern of the New area and to play a demonstration role of all kinds of traffc modes by considering various systems.It is necessary for Comprehensive Transportation Planning to consider the existing problems such as the mix of passing and logistics traffc, the imbalanced and unscientifc functionality within the new district, the insuffcient capabilities of the traffic network during the quality promotion process of the new district. To solve those problems and achieve the fnal goals, this article suggests targeted strategies： 1） distribution between regional traffc and logistics traffc; 2） lay out compound corridors to balance the land functionalities; 3） optimize the network of main roads and subprime roads. Thus, the second phase of Comprehensive Transportation Planning should be “small repair” standard.
