摘  要:从全球空管一体化发展趋势和目标出发,分析了国际民航组织组块升级计划(ASBU)、欧美下一代航空运输系统及中国民航现代化战略的背景与趋势,阐述了下一代空管系统7个典型运行概念的定义、变化和意义。为了支撑7个运行概念的实施,结合欧美国家开展的关键技术研究进展,提出了我国发展下一代空管系统需重点解决的全系统信息管理、空域灵活使用与精细化管理、流量协同决策、地空协同4D轨迹运行、星基导航增强和机场协同运行共6类14个关键技术,并分析了这些关键技术的难点、现状和方法。最后,结合中国航空运输发展现状,展望了未来空管新技术的发展方向。From the development trend and the goal of global air traffic management integration,the aviation system block upgrade(ASBU)of the international civil aviation organization(ICAO),the next generation air transport system in Europe and the United States,and the background and trend of civil aviation administration of China(CAAC)modernization strategy are analyzed.The definition,the change and the meaning of seven typical operation concepts of the next generation air traffic management system are stated.Aimed at the implementation of seven operational concepts,with the development of key technologies in Europe and the United States,six types of fourteen key technologies are proposed,such as the system-wide information management,flexible use and delicacy management of airspace,flow collaborative decision,air-ground collaborative 4D trajectory operation,satellite-based navigation augmentation,and airport collaborative operation.The difficult points,current situation and methods for the key technologies are analyzed.Finally,the development directions of new air traffic control technologies are prospected by the development status of Chinese air transportation.
