摘　　要：对拟投标项目存在的风险进行准确识别及评价是合理投标决策的重要前提。利用层次分析法确定投标决策指标体系的各指标权重,基于模糊综合评价法分析量化求得拟投标项目的风险总得分。施工企业可依据总得分确定是否投标。To accurately identify the risk in the project to be tendered and evaluation is the important precondition for reasonable bidding decision analytic hierarchy process （ahp） is used to determine the index system of bidding decision each index weight, based on the fuzzy comprehensive evaluation method to quantify the risk of the project to be tendered is obtained total score whether construction enterprises can be based on the total score to determine the bid.
