“法治建设委员会”:基层治理的创新模式——以成都市X街道为例

摘　　要：加强和创新基层治理是提升国家治理体系和治理能力的根本要求,也是提高基层治理水平的必然路径。近年,成都市X街道勇于先行先试,大力推动法治资源整合,探索形成"法治建设委员会"基层治理创新模式。该模式有效整合了街道辖区内的资源力量,促进了街道依法行政能力的提升,保障了基层社会大局的和谐稳定,更好地满足了群众的法治需求。然而,该创新模式在人员编制、专项经费、服务事项、纵向政府衔接方面也存在一些问题,应明确创新成果的适用性、注意创新成果的法治化、重视地区群众的满意度,使"法治建设委员会"模式得到进一步的推广。Strengthening and innovating grass-root governance is the fundamental requirement to promote the state governance system and governance capacity,and is also an inevitable route to enhance the level of grass-root governance.In recent years,Street X in Chengdu has been striving to play a leading and exploratory role,vigorously promoting the integration of the resources of rules of law,which has eventually formed the creative mode of＂Committee on Construction of the Rule of Law＂in grass-root governance.This model effectively integrates the resources in the district of the street,promotes the overall increase of the administrative ability of the street according to law,guarantees harmony and stability of the basic social situation at the grass-root level,and meets the needs for rule of law of the people better.However,some problems exist in the aspects of staffing,funds,services,and the connections in various vertical governments.So it is essential to make clear the applicability of the innovation results,pay attention to the rule of law of the innovation results,and attach importance to public satisfaction of the region in order to further spread the experience of the model of the＂Committee on Construction of the Rule of Law＂.
